Media like television shows, Internet, and magazines make the presence of celebrities constant in daily live, and this presence result an influence under younger. Sometimes this impact agrees with parents’ values but sometimes diverges. While parents work hard to give a good education for their children, the widely spread of some celebrity behavior make a mess in younger minds. As well as parents, personalities have a meaningful presence in young lives. Appearing al the time celebrities concur with parents for children attention. Occasionally, teenagers prefer to be in front of television watching their favorite shows than spend time with family. In some cases, celebrities can have a positive influence under children. Teens might admire a disciplined athlete, a philanthropic actor and also they might be impressed by parents ethical conducts. It is known that misbehavior of celebrities is widely divulged, and adolescents that are exposed to these behaviors might change their comportment. Young usually follow the celebrities tends like hairstyles, clothing, and even ideal. Opinions and values may change and sometimes can go against the father and mother principles. Family usually teaches their successors what is right and wrong. Critically review your own organisation’s Health and Safety Policy and procedures and make recommendations for improvements Organisations today widely regard their employees as their greatest assets, so it is no wonder that they are spending an increasing amount of their resources on ensuring that the workplace and work systems enable its staff to feel safe and secure; as management continues takes an active role in their wellbeing. Failure to ensure and provide a safe working environment can raise concerns in a variety of areas such as legal, financial and ethical issues. In the United Kingdom there are legislations in place designed to ensure that correct and appropriate systems of work, in regards to health and safety, exist within every organisation. Under the Health and Safety at Work Act 1974 (HASWA), section 2, â€Å"It shall be the duty of every employer to ensure, so far as is reasonably practicable, the health, safety and welfare at work of all his employees. † This highlights the responsibility employers have in ensuring their employees are safe of chemical, physical and machinery hazards and risks. Hazards can be defined as something that can cause adverse effects, such as water on a staircase because of the possibility of you slipping on it and hurting yourself. A risk is the likelihood that a hazard will actually cause its adverse effects, together with a measure of the effect. Risks are usually expressed as facts with a quantifiable likelihood, such as â€Å"one in a hundred†, paired with the effect and hazard, â€Å"fatal accident [effect] at work [hazard]†. Other important sections to highlight within the HASWA are section 3 â€Å"It shall be the duty of every employer†¦ so far as is reasonably practicable, that persons not in his employment who may be affected thereby are not thereby exposed to risks to their health and safety. † This underlines the responsibility employers have of ensuring members of the public and non-employees are not exposed to any risks. HASWA 1974, s7; â€Å"It shall be the duty of every employee while at work to take reas onable care for the health and safety of himself and of other persons who may be affected by his acts or omissions at work†. This states the duty every employee has in ensuring their own wellbeing within the workplace as well as their conduct in ensuring the health safety of their colleagues. HASWA s8; â€Å"No person shall intentionally or recklessly interfere with or misuse anything provided in the interests of health, safety or welfare in pursuance of any of the relevant statutory provisions. † Section 8 talks of the importance of not misusing or damaging property and equipment at work under a legal obligation. From each of these sections there are key phrases and words which can be interpreted differently and applied in various contexts. â€Å"So far as is reasonably practicable†, for example, involves weighing the risk against the time, money and trouble needed to control it. This is normally expected to be exerted to different extents within different organisations. In a small business with 5 employees it may be ‘unreasonable’ to put in place a system to prevent doors shutting abruptly due to the nature of the organisation and the cost of implementation. However if in a bigger organisation of significantly more employees (150), then the risk of getting fingers trapped in the door are increased, so this may be an issue that would need investigating and probably amended in order to comply with the act. I am going to make a risk assessment of my work place in my area of operation focusing on some of the health and safety concerns and what can or has been done to rectify the issue. My workplace is in ‘23 New Mount Street’ which is a grade 2 listed building of serviced offices. It used to be an old mill, later home to the ‘Cooperative Printing Society’, and now converted into a set of offices. My office is on the second floor for which you have to take stairs to enter the building and then an elevator up to the office space. One of the health and safety issues present at my workplace is the possibility of Repetitive Strain Injury (RSI) when working on the computers. Since the introduction of technology and computing that involves the use of the keyboard and mouse there has always been the risk of RSI which can be due to posture held when working or the strain on your eyes caused by the glare of the computer screen. RSI occurs when you work for prolonged periods of time on the computer without taking breaks to stretch your muscles and rest. Currently in the organisation there are adjustable chairs to sit on when working on computers so the individual can alter the height of the chair to align themselves with the monitor screen. This also helps improves the posture of the individual. This complies with The Health And Safety (Display Screen Equipment) Regulations 1992 by meeting the minimum requirements for the work chair and other equipment. There is also a â€Å"RSI Awareness† notice on near the workstations to make sure they are aware of safe computer usage. If further action was to be taken then they should try and do more in ensuring that regular breaks are taken as sometimes working on computers can make you lose track of the time, â€Å"Every employer shall so plan the activities of users at work in his undertaking that their daily work on display screen equipment is periodically interrupted by such breaks or changes of activity as reduce their workload at that equipment†, The Health And Safety (Display Screen Equipment) Regulations 1992, s4. This is not a high-risk hazard as the users of the computers are already made aware of RSI so within this organisation spending the extra resources may not be ‘reasonably practicable’. Also this is an issue that should be enforced by the employee themselves under the HASWA 1974, s7, â€Å"take reasonable care for the health and safety of himself†; because the equipment is there for them to use it just has to be used responsibly. This can be extended further to bring in the manufacturers and designers of office equipment under HASWA , s6. 1a â€Å"It shall be the duty of any person who designs, manufactures, imports or supplies any article for use at work – to ensure, so far as is reasonably practicable, that the article is so designed and constructed as to be safe and without risks to health when properly used† . If there wasn’t ‘safe’ article provided by the office then they would not be complying with the HASWA, s6. To extend it even further it could be applied to the manufacturers and designers to ensure that it minimises the risks to health and safety, â€Å"It shall be the duty of any person who undertakes the design or manufacture of any article for use at work to carry out or arrange for the carrying out of any necessary to research with a view to the discovery and, so far as is reasonably practicable the elimination or minimisation of any risks to health or safety to which the design or article may give rise†, HASWA s6. 2. Another key issue is concerning the nature of the office building and its use of equipment. As this building has a number of office spaces usually leased on short term basis, 6 months minimum, there is usually office furniture and equipment left in hallways and corridors to moved in or out of the building and or in and out of office spaces. This is a safety concern in that it is obstructing paths and a hazard for someone to trip over them. It is also a fire safety concern as it can be seen to be blocking paths that lead to fire exits and escape routes. This can fall under HASWA, s2. 2b, â€Å"arrangements for ensuring, so far as is reasonably practicable, safety and absence of risks to health in connection with the use, handling, storage and transport of articles and substances†. As well as that under The Regulatory Reform (Fire Safety) Order 2005, s14. 1, â€Å"Where necessary in order to safeguard the safety of relevant persons, the responsible person must ensure that routes to emergency exits from premises and the exits themselves are kept clear at all times†. This once again puts the earnest on the employer or person responsible for Health and Safety to ensure that the premises are free of hazards that could cause injury or a potential fire exit obstruction and to make sure that necessary precautionary measures are put in place in the case of an emergency such as fire, â€Å"Every employer shall establish and where necessary give effect to appropriate procedures to be followed in the event of serious and imminent danger to persons at work in his undertaking†, The Management of Health and Safety at Work Regulations 1999, s8. a. In order to comply with the legislation I think the organisation needs to make the office users aware of their responsibility in ensuring that they are not disregarding the legislation and are to be held accountable for their actions. They should also make transportation and storage of their equipment, e. g desks and chairs, in a storage room or at least out of corridors as not to obstruct the people within t he building. Health and safety at the workplace is a major issue for every organisation as it directly affects its employees in being able to work in a safe working environment. The issue of health and safety should be at the forefront of not only employers but employees as well as they can be liable, as a result of their own actions, for their own safety as well as other colleagues in the workplace and non-employees of the organisation who use the building; safety everyone’s responsibility. In the United Kingdom mostly all of the health and safety laws and legislations are governed by the phrase â€Å"so far as is reasonably practicable†, this means that every health and safety issue is a matter of relativity where the employer must assess the relative costs and benefits of any health and safety measures with time, trouble and money taken to implement it. If the costs are grossly disproportionate to the benefits then they are not obliged to amend it according to law and the phrase â€Å"so far as is reasonably practicable†. In every organisation there are issues concerning health and safety and they all differ depending on the nature of the organisation, i. e type of work, number of employees, resources etc. Within my own organisation most of the issues of Health and Safety are dealt with by the organisation in charge of the office. However within the office space I am accountable for the health and safety. To ensure health and safety is implemented effectively I believe it is necessary to educate the employees. The employees need to be aware of what they are responsible for and how they must work safely. Awareness is probably the biggest factor in ensuring good health and safety practices are implemented within the organisation. On the other some Muslims there misunderstand Islam such that her huspand Sheikh Mahmoud used to go to the mosque for every prayer but in the same time he used to beat her up just because she can eat and he cant or because she lives some food on the plate†¦ Since I come from an Arabic background , it was easy to understand how much she suffered to survive life , but it was a bit difficult to understand her mentality because Firdaus is a Muslim and she became a prostitute which is totally forbidden by Islam , at the same time prostitution is illegal in Egypt but still some police men used to go have sex with her every now and then while their actual job is to put her in prison . A connection that I have found similar to my own culture is that women at the age of 17 or 18 usually get married and stop education and that’s what happened to Firdaus. The most interesting technique used in the novel is flashback since once you start reading the book and you know she has killed a man , you really want to know what happened, why and how she killed a man and why did she spit on the picture of every man in the news paper. What I found also interesting is how she narrated her story with every man she met which led her to loathe the patriarch al society she lives in.

However, in view of later developments, it became necessary to take a different tack. The strategy employed by this speech involves admitting a mistake – admitting a â€Å"wrong† relationship with Ms Lewinsky and deceiving his wife in the process – but it is a mistake that had to be framed as a mistake that any other man would have made. But at the same time that it presents the President as having a lot in common with the man on the street, it also intends to reinforce the image of great-heartedness expected in a gentleman, where he says â€Å"I must take complete responsibility for all my actions, public and private. † Here we are presented with a fusion of Everyman and Hero. The first paragraph of this speech makes the point that he has, in the course of the investigation, answered questions that â€Å"no American citizen would ever want to answer. † The juxtaposition of â€Å"American citizen† with the concept of doing something unwillingly while at the mercy of a probing authorities is meant to create tension between the idea of the American as the â€Å"freest citizen on Earth† and a version of reality where he actually is not quite â€Å"free†. On some level it would evoke the historical â€Å"white man’s burden† that the US was supposed to have taken up when it acquired colonies in Asia – that the American has a great responsibility to truth because to those whom much is given, much is expected. The ordinary man on the street might feel this, that he submits to Big Brother on occasion, because he must keep his country great and intact. In the next paragraphs he owns up to his mistakes while emphasizing the mitigating factors. He has been truthful and never lied, since all his answers were â€Å"legally accurate. † This would dispose of the famous episode where â€Å"oral sex† as â€Å"real sex† was called into question during the investigation. He also stresses that he never asked anyone to practice deception for his sake, which statement seems to be intended to call attention to the fact that he is not a heartless cheating bastard or a predatory boss. He did not ask the women in his life – his wife and his mistress – to cover up for him, or to risk their integrity for him as he could have done so easily, as some unscrupulous men would have done quite easily, were they situated in a position as powerful as his. Clinton then proceeds to attribute his silence to a lapse in judgment. The earlier tactic of brazening out a tricky situation seems to have backfired, and thus must be transformed into, or presented as, keeping quiet out of the desire to protect the innocent – those who cannot protect themselves. Of course, one keeps silent or withholds information from the media, and this portion contrasts the family man’s desire to protect honor or the finer sensibilities of his wife and daughter with that of the media as a relentless institution that will say all, that must have its ratings and viewers, at the expense of reputations or feelings or whatever it is that is insulted in the course of getting the story. He also reminds the public that there was a politically motivated lawsuit – one which was subsequently dismissed – that was ongoing at the time the scandal erupted. Now the image includes political enemies, whose popular image would be, like the media, that of predators: Power-hungry individuals out to destroy a man who is only trying to do his best. In touching on this investigation he says: â€Å"The independent counsel investigation moved on to my staff and friends, then into my private life, and now the investigation itself is under investigation. This has gone on too long, cost too much, and hurt too many innocent people. † Here it is worthwhile to note the emphasis on cost, the toll which the investigation, where he and his wife have been cleared anyway, has taken not just in terms of time or money, but again in terms of the mental or moral anguish that it has caused â€Å"innocent people. † He then brings the situation home; the public issue is also a private one, and indeed, now that the public aspect of it has been disposed of, the process of dealing with it as a personal, a family issue, commences. The unspoken truth here is that this process will be more difficult than the public one. He says that the people he loves most are his wife and daughter. Such statements are rather like a Hallmark greeting card – bland enough to slide off without anyone taking umbrage or questioning the validity of the statement. At the same time, the cliche carries with it great power. While love is a complex thing that is constantly in flux, with family relations being a barometer of the same, the ordinary individual does not question its nature but only sticks to his guns and says â€Å"I love my family. † To say, â€Å"Now this matter is between me, the two people I love most: my wife and our daughter, and our God. I must put it right, and I am prepared to do whatever it takes to do so. Nothing is more important to me personally,† is to say exactly what the ordinary American thinks he would feel in such a situation, and moreover, it uses much the same language that he would. The father of the family also puts his foot down when he says, â€Å"†¦I intend to reclaim my family life for my family. It’s nobody’s business but ours. † Of course, one of the more striking lines in this speech is â€Å"Even Presidents have private lives. † The audience here is asked to have mercy, or perhaps, more accurately, to step up and do their part as members of a community. If America is a great democracy, then the rules that apply to you and your neighbors down the hall or across the street apply to the president too – and not just rules, but privileges. The turn of phrase is made even more pleasing by the suggestion that this time, it is the nation – the man with his beer on the couch, watching tv, the mother preparing dinner, that has the power. Spare the President, because he’s only human. And this way, the passive viewer gets to feel that he or she actually gets to do something that matters. Then Clinton, in the last three paragraphs, draws matters to a close. He says that â€Å"It is time to stop the pursuit of personal destruction and the prying into private lives, and get on with our national life. † This is calculated to appeal to loftier feelings. It says â€Å"You’re better than that. † Or better yet â€Å"We’re better than that. † With these words, he aligns himself with the people. It is at this point that he ceases to be – at least within the framework of this speech – the beleaguered and erring politician, or the earnest, hardworking father and husband who has made the mistake of an office dalliance. At this point, he is gathering up the reins and resuming the role of President, Leader of the Nation. In its sweep, it even disposes of the notion that the presidency he holds is actually at the mercy of the people’s preference. But there is nothing wrong with this, not really. After all, anyone who has been a leader, whether coach of a basketball team, head of a clique or a mother of small children, knows that there is a time when one has to act decisively, to think for the followers and act rather than to pay obsessive attention to their every squeak and whimper. He refers to the country as having been â€Å"distracted for too long. † Indeed, the business of nation-building, or at least the one of getting along from one day to another as a nation, would appear to benefit from being presented once more as something lofty. For once everything is in place – when the people have enough to eat, for instance, and homes and televisions and cable tv – it is easy to become lost in inane distractions like a media circus. Or at least, that it is a media circus and detrimental to the work begun by the Founding Fathers and continued by the Pioneers, is the desired effect. He calls then for people to the â€Å"important work to do real opportunities to seize, real problems to solve, real security matters to face. † This effectively writes off the scandal in which he has been recently embroiled as â€Å"not real. † Security issues are real, the opportunity for economic growth is real, but the doings of a man and his intern are less â€Å"real. † And this makes sense in a practical way – set against the greater scale of things, it seems to say, does it really matter that Bill Clinton had sex with Monica Lewinsky? This speech acknowledges its importance to the nation in a â€Å"if it’s important to you, then it’s important to me† kind of way; â€Å"I care about how you feel,† he says to America. But as it ends, he presents the events of the preceding months as a small matter, after all, set against the backdrop of the greatness that is America in the century that (at that time) was just about to begin. In conclusion, in the alliances and associations created by this speech is a powerful message to the listeners that they mustn’t care too much about one man’s mistake – what they (and that erring man) have at hand is a much greater task: upholding the great American nation.

The United Nations And Human Rights Essay The developments that immediately preceded the Second World War in field of state-relations irreversibly changed the landscape of the international communities.   The biggest development, if not the most significant, was the establishment of the United Nations.   This move to theoretically unite a war-ravaged world was ambitious and prone to many pitfalls.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Among the immediate developments that were ushered in by the creation of this supranational institution was the Human Rights Machinery. This significant progress came   â€Å"[a]fter centuries of inadequate, piecemeal efforts to protect citizens from abuse by their own governments, in 1946 the international community founded a global human rights institution.    The United Nations Commission on Human Rights became the first international body empowered to promote all the human rights of all the world’s peoples. The founders assumed that improved respect for human rights would help individuals and would also serve the United Nations’ primary peacekeeping gal by eliminating repressive practices which provoked war.†[1] The importance and legitimacy of the respect for Human Rights and the international promotion of it among the different nations of the world was further â€Å"highlighted in Chapter IX of the Charter dealing with international economic and social cooperation in terms of a pledge or commitment of all Member states.†[2]   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Like with many other issues in the political arena, there is a wide schism between the word and the act. â€Å"The contributions of the UN must neither be understated nor overstated.   The UN has been an intellectual pioneer in the issues of economic and social development, much more than is often recognized.   At the same time, there have often been omissions and distortions in its work.†[3] While the ideals proclaimed by the United Nations Commission on Human Rights, through the different Conventions and texts are many, there is a vocal number of people that believe that the United Nations, together with the mentioned Commission is all rhetoric. In this, there is a â€Å"[s]trong tendency†¦to put blame for this unsatisfactory state of affairs on the United Nations and it is true that the Organization is in many respects inapt and ineffective in converting the theory of its own words into actual practice.   However, those circles who for good reasons criticize the United Nations would be well advised to do some more soul-searching as to their own direct or indirect share of complicity in bringing about and maintaining structures of injustice.†[4]   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   The human rights machinery refers to the different organs and procedures dealing directly with human rights in the United Nations system which includes: Intergovernmental organs established on the basis of the Charter of the Security Council, the Economic and Social Council, and the Commission on Human Rights. The commission on the Status of Women and the Commission on Crime Prevention and Criminal Justice also address human rights issues within their respective mandates; Bodies established by human rights treaties; Reporting, communications, and investigating procedures established by policy-making organs and treaty based bodies; the parts of the United Nations Secretariat responsible for human rights activities, especially the United Nation High Commissioner for Human Rights. The Division for the Advancement of Women and the centre for International Crime Prevention have also human rights responsibilities.   The Office of the High Commissioner for Human Rights and the Decision for the Advancement of Women adopt joint work plans.[5]                  Ã¢â‚¬Å"The Charter of the United Nations, with respect to Human Rights bridged the gap between human rightly established a close link between human rights and other world-wide concerns, viz. the maintenance of peace and the promotion of economic and social development.   (†¦) The United Nations played a dynamic role in strongly supporting the quest for independence of colonial countries and peoples was instrumental in terminating colonial domination and combating racial discrimination.   In no other area did the United National proclaim and defend human rights principles with so much vigour as in the fields of decolonization and racial discrimination.†[6]   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   There is said to be three stages of differently focused activities that capture the essence of the Commission’s work in the domain of Human Rights: (1) Standard-Setting (2) Promotion (3) Protection.   These three stages are essential in analyzing the work, whether in a positive or negative light, of the Commission.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   The Standard-setting stage started the inception of the body of the United Nations itself and lasted a decade after (1945-1955).   The most significant output of this stage, and perhaps one of the most significant in human history, was the articulation of the International Bill of Rights; and for this one must give credit to the Commission who was entrusted with this enormous task.   During the first decade, the Commission â€Å"spent most of its time on the elaboration of the draft international covenants and concluded its drafting work with respect to those instruments in the mid-fifties.†[7]   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   â€Å"Despite adoption of the Universal Declaration of Human Rights in 1948, concern with and promotion of human rights as such often played little part in the UN’s early work on economic and social development.   The fulfilment of many economic and social rights was certainly implicit in UN concerns and actions for economic and social advance, but references to rights in this work were few and far between.    Moreover, political and civil and cultural rights mostly got forgotten or ignored in economic writing on development and were treated more as a matter of political and ideological debate in the U.N.   Indeed, in development discussions, the belief became popular that authoritarian regimes had some advantage and even some justification because of their ability to take the tough decisions requiredfor example, to raise the rate of savings in poor countries.   It was argued that more democratic leaders would find it difficult to take these hard decisions.†[8]   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Although the drafting of the Universal Declaration of Human Rights was and is considered a huge achievement for the international community, the acceptance was not as ready, much like all the new ideas that come into the field, like gender mainstreaming. When a popular support for the ideas embodied in the Declaration did not appear on the horizons, the United Nations began a widespread promotional campaign, the second stage (19955-1965). â€Å"It was assumed that studies, advice and measures in the field of education and information would in the long run provide a more fruitful basis for enhancing the cause of human rights that the treaty-making process which was undertaken with the elaboration of the International Covenants.†[9]      Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   However, this particular stage did not receive resounding success either.   The interest that was sparked was not proportionate to the resources of time, energy and money expended to undertake the promotional activities. â€Å"[T]hey failed to grasp the interest and the imagination of the United Nations membership and of the public at large.   Moreover, they were too far removed from the main political currents in the World Organization.   The human rights program was functioning in isolation and it seemed to lack the political relevance and for that matter the impetus which is needed for dynamic evolution.†[10]   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Apparently, the fact that â€Å"[i]t is one thing to draw up international standards, it is quite another thing to have those standards implemented†[11] began to painfully dawn on the Commission.   It must be said, however, that this unforeseen lack of support was entirely due to the incompetence of the United Nations in general and the Commission, in particular.   External factors of the current times have to be taken into consideration as well. Despite the end of the war, there was still prevalent â€Å"[d]istrust and tensions between nations and peoples, extreme disparities in economic and social conditions between and within nations, religious and ideological antagonism, persistent patterns of racial discrimination and class domination and numerous other factors, including selfishness of individual human beings, affect the realization of human rights with the various societies.   It should also be taken into account that any approach from the viewpoint of violations of human rights is, in the context of inter-State cooperation, a most precarious and delicate undertaking inasmuch as it focuses mostly on weaknesses and failures.†[12]   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   It is undeniable, looking at the United Nations history, that the machinery met great difficulties in the human rights ideals across the world and to effectively integrate it into existing government practices.   Due to the few successes of the first two stages, the stage of protection started off with a bumpy ride and is subject to much criticism, which will discussed in the later paragraphs.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Despite the shaky two decades, it is undeniable that   â€Å"the Commission has contributed to the inadequate but nevertheless incremental growth of supranational authority capable of scrutinizing practices that had previously been exclusively within governments’ sovereign jurisdiction.†[13] The third stage, protection, came right after the standards were set and the same were promoted to the individuals and national governments.   The protection stage is actually the collection of events, still undergoing now, that enforces the standards by â€Å"responding to specific complaints against over seventy governments.   The process has increased the Commission’s visibility ad dramatically transformed its operation while exacerbating fundamental differences over whether political or economic, individual or collective rights deserve priority.†[14]   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   To guide the protection of the world’s population, the Commission refers to now only their shining accomplishment that was the Universal Declaration of Human Rights but other treaties such as the International Convention on the Elimination of All forms of Racial Discrimination (1966), the Convention of the Rights of the Child (1989) and the Convention on the Elimination of All Forms of Discrimination Against Women. â€Å"There can be little doubt that the three greatest intellectual contributions of the United Nations have been human rights on a global scale†¦Ã¢â‚¬ [15]   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Despite the pioneering efforts of the Commission, those that have resulted in both failure and success, a large number of people are highly critical of the United Nations, in general and the Commission, in particular, citing inefficiency, redundancy and an overly-bureaucratic structure as primary reasons. â€Å"American critics have made the sharpest attacks, venting their greatest anger prior to 1980 and since then against the UN in general and the Assembly in particular.   The Commissions harshest critic claims that unfair procedures have been manipulated to subvert democratic governments and fundamental rights.   The Commission’s defenders lament it limited impact on government practice and propose a variety of structural reforms.†[16]   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   One of the biggest concerns aired by the Eastern bloc is the supposed prevalence of Western values embodied in the different Declaration and Treaties. â€Å"Judging by the time spent in drafting and the norms adopted, the Commission appears to have given higher priority to Western sponsored political and civil than to Third World initiated economic and social standards.† [17] Economic concerns were definitely more pressing in the third-world countries where starvation trumped political freedom any day. Although in its defense, the Declaration did have economic rights included in the text. However, many complain that while that is true,† [t]he Universal Declaration and the two covenants give nearly consideration to economic rights, but create more effective enforcement procedures for civil liberties. The conventions on race discrimination and apartheid affirm the rights of groups as well as individuals but give no special priority to economic concerns.   (†¦) The consensus decision-making procedure delayed and weakened the 1986 declaration on development. If any standard setting priority exists, the Commission has given the greatest attention to individual civil and political rights. Despite the strident rhetoric about balancing economic and political rights, the gross violations identified have involved considerably more political than economic injustice.   (†¦) Complaints about forced labour, particularly involving children, have not prompted a response unless the violation involved mass killing or another top priority.†[18]   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Assuming but not conceding that this prioritization were true, it must be said that such would be essential in the smooth running of an organization in order not to spread oneself too thin. This is particularly true for the United Nations because a   â€Å"society must establish value priorities about which rights to protect by law and which violations to punish most severely.   The international community is even more ideologically divided than its constituent members, therefore attempts to enforce universal human rights exacerbate fundamental political differences.†[19]   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Among the popular criticisms of the United Nations Human Rights machinery, the most troubling would perhaps have to be the accusations of the employing double standards; standards that heavily favor Western aggression.   These complaints found legitimacy in the now-infamous UN inaction during the Rwandan genocide. Furthermore, the deafening silence on the part of the UN during the American military operations against Afghanistan and Iraq hit the UN credibility hard and many more joined the others in crying foul. â€Å"Some critics have concluded that politically motivated double standards, selective enforcement and disparate treatment totally discredit the Commission’s enforcement program.   When the Commission acts selectively, its exceptionally rare actions appear arbitrary and capricious.   While Commission supporters also complain that too many serious violation escape scrutiny, they favor imperfect enforcement to none at all.†[20]   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   In conclusion, the Commission was â€Å"ill-equipped to cope with the underlying military and economic causes of the worst human rights violations.   At best its measures temper and moderate the most extreme offenses.   Once the killing has begun, human rights remedies, like United Nations relief for refugees, merely alleviates symptoms.†[21]   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   With that said, a new chapter of Human Rights’ protection through the United Nations system was ushered with the extinction of the Commission of the Human Rights in 2006.   Its successor is dubbed the Human Rights Council.   This brings to the playing field a shift in the field of Human Rights and is significant in several aspects. First, it addresses the issue of a much-needed ‘face-lift’ for the image of the United Nations main machine of human rights.   The former Commission had its share of bad publicity and the creation of the Human Rights Council, even if will heavily base its action on those of its predecessors, makes the evolution in thinking and practice much more understandable by the general public.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Moreover, the Council ushers in a new era in which the Commission would have been hard-pressed to fit in.   This misfit can perhaps be attributed to the fact that the former Commission was created during a different international field, at a time when war was still a fresh memory.   In so many ways, the global community has progressed far beyond the nature of Post-World War II.   Therefore, this new change will hopefully reflect mandates that would be more faithful and effective in these current times.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   A cursory look at the working groups under the Human Rights Council shows that not all was changed, however, and rightly so.   The Council is still carrying out the standard-setting stage, which the Commission excelled at.   Under a standard-setting goal, the Council is currently looking into the expansion of the International Covenant on Economic, Social and Cultural Rights in order to more accurately portray the Human Rights’ needs of these rapidly changing times.   In addition to this potential expansion, there is also a working group under the auspices of the Human Rights Council that is currently drafting a legally binding instrument for the protection of all persons from enforced disappearances.   This latter on is merely a continuation of the Commission’s work.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   The other working groups of the Human Rights Council do show that they are treading into new territory, which the Commission was criticized for not doing enough.   Under the working groups for special procedures, there are experts on People of African Descent, Arbitrary Detention and Mercenaries.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   There is incredible potential for the Council to do great work in the field of human rights and it is not weighed down by decades of bad publicity.   Although it is too early in the game to call the outcome, this significant change in the United Nations framework will only be effective if the new Council learns from its predecessor’s mistakes in enforcement.   Although the textual and intellectual contribution of the Commission cannot be disputed, these contemporary times need more than non-binding conventions that do not seem to scare those militant with complete disregard for the sanctity and dignity of human life.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Being a watchdog of human rights in the world cannot be constrained to formulating conventions and treaties. This was where the Commission excelled at and the Council should build on them but concentrate on actual groundwork where they are needed, on the ground and not from some lofty and comfortable climate controlled environment in New York.   In many ways, this shows that the United Nations System has evolved with the times and the old complaints with the old machinery will slowly be forgotten.   This is a perfect time for any enormous changes within the United Nations system in that there is an actual change of face, literally, with the new Secretary-General; therefore any new victories will be counted as part of the new Council, even if it were heavily rooted in the Commission’s work. Case studies of managing change in Organisations Introduction Task 1 The requirements from task 1 are to identify three organizations which have recently changed the way they run their business, the research must include the nature of the organization and its position in the current economy, what changes they bring in the last five years and what are the outcomes of the change. Objectives of Task 1 Following are the main objectives of Task 1 Investigate a research in 3 organizations which have recently undergone changes in the way the run their business. What is the nature of these organizations and their current economic climate? What changes they brought into their organisation. What are the outcomes of those changes both positive and negative Produce a report to draw the conclusion of the base of study of these three organisations that how changes effects organization in todays economy. Three organisations I have chosen I have chosen the following three organisations for task 1 of the Unit two Managing Change in Organization Islamic International Medical College Trust (IIMCT) Paktel GSM (Zong) Smart Cars 1. Islamic International Medical College Trust (IIMCT) Islamic International Medical College Trust (IIMCT) was established in 1998 to provide medical education. Initially they start with a medical college at Islamabad Pakistan; they acquire a prominent building at the central location of the city. The trust founder is a retired army general, and a leading cardiologist known worldwide. After two years in 2000 IIMCT opened an Engineering College by the name of Islamic International Engineering College (IIEC) and an institute for the education of computing and information technology by the name of Riphah Institute of Informatics, all these colleges continued their daily activities as individual bodies reporting to trust headquarter; the affiliation of these institutions was with county well-known universities like Hamdard University and University of Engineering and Technology Taxila Pakistan. Changes in IIMCT Later on the management of IIMCT feel the need of their own degree awarding body, and this was the point when they decide to go for major change or organizational change. They applied to federal government for the licence of university and received the approval in 2005 by completing all the requirements of having a university licence, and this lead IIMCT to the foundation of Riphah International University. Now Riphah International University has different departments and faculties, Islamic International Medical College is now known as faculty of medical sciences of Riphah International University (RIU), IIEC is engineering faculty and RII is Faculty of Computing of RIU. The IIMCT continue its activities under the brand name while Riphah International University is the degree awarding body now. Recently they have launched different courses in collaboration with University of Bedfordshire UK, and Royal Medical College London. Riphah International University has now 12 faculties with three campuses and three teaching hospitals. Govt of Pakistan have issued them FM radio station and Television licence to the university for educational purposes. RIU have now opened its campus at Dubai in collaboration with Dubai state government. Outcomes of Change From above stated details its quite clear that the changes that IIMCT brought into their organization had a very positive impact like They now have their own degree awarding body They became eligible to get educational grants for Govt Have increased the number of faculties / institutes and also the number of students Govt of Pakistan offers them two govt hospitals and now they are using those as teaching hospitals for their medical students. Get approval to open overseas campuses. Able to work in collaboration with UK leading educational institutions. Have their own FM radio channel and soon will have a TV channel. Get good job placement for their graduates. 2. Paktel GSM (Zong) Paktel the pioneer in the telecom industry in Pakistan, start their operation in the mid 90s. Firstly they provide just ASM services but after the evaluation of GSM technology they also start GSM services. As they were having no competitors in the telecom market, so they were completely dominating the market, a few years after their first competitor came into telecom market an Egyptian company by the name of Orascom Telcom, and the brand name of Mobilink, later on Pakistan telecom also started GSM services by the name of Ufone. The entry of both these companies brought very hard results for Paktel and most of their customers started using services of other companies because of good quality and services, the management of Paktel tried so much to hold their place in the market and for that they offer so many attractive packages but was a hard luck for them and the company goes into completely background when another two companies, Telenor from Norway and Warid Telecom from gulf came in to Pakistani market. Changes in Paktel GSM After having too much competitors with very good business background and latest technologies it was very hard for Paktel to stay in the current scenario, so the management of the company decide to franchise the company and to sell more than 50 % of the company to the China Mobile Company, which is the universe leading telecom company. When China Mobile Company became the owner they bring a vast amount of changes in their technology, management, and the way they operate. They changed the brand name from Paktel to Zong, change the company logo, marketing strategy, introduce very attractive packages for customers, and start providing network services in very remote areas of Pakistan, and now they have on third position in having more customers after Mobilink and Ufone. Outcomes of Change Following are the impact of change that Paktel management bring into their organization i.e. from Paktel to Zong Increase in the number of their customers Now they have updated and latest technology Have now management team with tons of experience. Introduce very good and unique ideas and strategies for marketing, and have attracted a big number of customer to use their product Increase the revenue of the company Have earn a good name in the telecom sector by providing good services 3. Star Cars The company is a British company founded in 1994 by a British person Ernie Andreson at Oxford UK. The mission of the company is to provide cars on hiring with good services. By the end of 1999 the company business was amazing and StarCars were having 5 centres at different cities of United Kingdom. And at the end of 2004 the StarCars expanded its business up to 17 centres all over the UK. But as their business increases they were facing problems in carrying out the daily activities. Following is the list of main problems that became the base for change in near future for StarCars. There was communication problems, the staff members in other centres often found it difficult to sort out wage queries with Oxford. Also when a centre had a problem, such as customer dispute it was difficult to settle because no one seems to have authority at franchise centre, it was the only the founder of the company who make the decisions and was often unavailable. Because of the distance involved, the mobile mechanic found it difficult to maintain cars all over the country. The mechanics were overworked, and the condition of the cars goes wrong by having no proper attention. The accountability of each centre was a major problem for the head office. Because of the geographical distance between centres the staffs feels isolated, there was often a lack of leadership and some staff became demotivated and staffs turn over also risen. Change in StarCars The management of the company decide to organise the company geographically, they divide the company into seven geographical locations and appoint one manager for each region and delegate a lot more responsibilities and power to that individual. The regional manager was assign the responsibility to make daily visits to all the centres in the region, recruit staff and attend a management meeting with the owner and board of directors every two weeks. They also outsource all car maintenance to another business and allow managers to buy cars for their region based on regional demand, but they must have to provide proper justification for that. They start training programs for mangers and other staff members, and also a good incentive packages. Outcomes of Change Following are the main outcomes of change in StarCars Help the company to maintain their accounts easily Improve the way they operate, and increase in their business It became easy for the management to look after the business at all location by consulting the regional manger. Have a very improved organization structure and good communication among all the regional centres. British Telecom Provides global telecommunication services in more than 170 countries worldwide; Participates in London and New York Stock Exchange and is listed in the FTSE 100 Index. Provides most British fixed-line telephones with local loop and trunk network connections, and telephone exchanges. It operates more than 28 million UK telephone lines. Efficiency through which BT is Working As British Telecom is one of the worlds most popular telecom company, they have very experienced and skilled staff, equipped with latest tools and technology. They provide services in all sector of telecom, from telephonic conversation to fast internet broadband, Ethernet facility, Virtual Private Network VPN, Wireless Local Loops WLL and so many other products and services. The current assets of BT are more than 49.34 billion pounds, and have more than 28 million customers in UK, the total sales of BT in 2009 was about  £21,7235, which show the importance of BT in telecom industry in the country and also its values in producing good revenue for the countrys economy. British Telecom has about 18 competitors in the market but they have the advantage of having much more customers and a very rich history in the telecom sector of United Kingdom. Impact of Bureaucratic Environment on BT As British Telecom is a very big organisation having thousands of employees and dealing with such a big number of customers, they are having a very good organisational structure using the bureaucratic approach to implement their policies. In BT they use the traditional form of bureaucracy, the law, policy and regulations are normally created by the top management or board of executives and then a series of steps Is taken for the implementation in which the superiors pass their subordinates what to do and how to do, and evaluate their performance and then report to his higher authorities. How BT React to Change As BT is a bureaucratic organisation and its a very long and difficult process to introduce new change to their organisation. They follow a very systematic way to cup up with changes. To bring change into the organisation the decision is taken by the higher authorities and implementation is made on the ground in a series of steps instructed by the top level management. Pakistan Telecommunication Company Limited (PTCL) Pakistan Telecommunication Company Limited is Pakistan l largest converged services carrier  provide basic telephonic services to data and internet, video and audio conferencing throughout the country. The vision of PTCL is To be the leading Information and Communication Technology Service Provider in the region by achieving customer satisfaction and maximizing shareholders value. While the mission of the company is to achieve their vision by having An organizational environment that fosters professionalism, motivation and quality , An environment that is cost effective and quality conscious, Services that are based on the most optimum technology,   Quality and Time conscious customer service, Sustained growth in earnings and profitability. According to financial report of PTCL published in June 2009 the net income of PTCL is 9.1 billion  Pakistani Rupees. By nature PTCL is a bureaucratic organisation from its start, In 1995, Pakistan Telecommunication (Reorganization) Ordinance formed the basis for PTCL monopoly over basic telephony in the country. And in 1996 PTCL was listed in all the stock exchanges of the country. Efficiency through which PTCL is working PTCL is the largest telecom service provider in Pakistan and also part of the consortium of submarine communications cables network. They provide best communication services to their customers at their door step. PTCL have about 2000 telephone exchange round the country providing largest fixed line network, GSM, CDMA and Wireless Local Loop (WLL). Impact of Bureaucratic Environment on PTCL Impact of bureaucratic type of management is same on PTCL as like other bureaucratic organisation, they are very systematic and structured in bringing any change into their organisation and the way they are working. As in telecom sector in Pakistan PTCL is having the monopoly but in 2003 the post-monopoly era came with  Pakistans Liberalization in Telecommunication. On the Government level, a comprehensive liberalization policy for telecoms sector is was offered. Which bring the concept of privatizing the public sector organisations and PTCL was one among those. How PTCL React to Change As PTCL is a bureaucratic organisation but it has very strong labour union and employee union which is very influential within and outside organisation. When in 2005 the govt of Pakistan decide to privatise the company and sell about 26 % of its share to a gulf based company Etisalat there was country wide protest and strike by PTCL workers. They even disrupted Phone lines of some big Government institutions like Punjab University Lahore and many lines of public sector were also blocked.  And a very tense situation was created when the technicians of PTCL refuses the repair of undersea optical fibre line to Singapore, at last military forces take over the control of all offices and make a success transition of the process. Conclusion Bureaucratic organisations are very systematic and well structured They work efficiently in big organisational structures To bring change in organisation is very lengthy and time consuming process, it also takes more efforts as compared to other types of organisations. The bureaucratic organisation management may face saviour problems in bringing change in organisation. Introduction to Task 3 In todays world most organisations use the concept of Fordism to have more advantages over the competitors; they need to respond to the situations quickly and efficiently by providing good products and services to their customers. To have competitive advantages organisations needs to adapt to newer and better methods of organisational management. In this task the focus is on how organisation can work more effectively by using alternative forms of organisational development except that they are using. Objectives of Task 3 Following are the main objectives of this task Definition of the concept of Fordism and its importance Importance of Fordism in modern management Comparison of two organisations between alternative forms of organisational development. Fordism Manufacturing  philosophy that  aims  to  achieve  higher  productivity  by standardizing the  output, using conveyor  assembly lines, and breaking the  work  into small de-skilled  tasks. Whereas Taylorism  (on which Fordism is based) seeks  machine  and  worker efficiency, Fordism seeks to combine them as one  unit, and emphasizes minimization of  costs  instead of  maximization  of profit., the concept of Fordism was introduced by US  automobile  pioneer Henry Ford (1863-1947). Fordism was a method used mainly in the automotive industry; it improved productivity, but it was also a model of economic expansion and technological progress based on the mass production: the manufacture of standardized products in huge volumes using special purpose machinery and unskilled labor. This principle could be applied to any kind of manufacturing process and for a time it was. Major success stemmed from three major principles: The Standardization of the product The use of Special-purpose tools and/or equipment via the assembly line The Elimination of skilled labor in direct production, while simultaneously paying the worker higher wages. Fordism is a production process that standardized the production for a lower price and for a larger production. The factories were built on places where labor or raw materials for the product were available. The companies were in this way dependent of the place they were built. Besides that the city was dependent of the companies, because they served employment. Important of Fordism in modern management By using the concept of Fordism in modern management organizations can benefits from it in various ways, some of them are stated below Fordism helps in modern management to do jobs quicker and cheaper both Fordism and Scientific Management share common themes yet also display some significant differences. They both encourage looking at the fastest way work can be completed and impose strict guidelines upon employees and their job descriptions. This has led to a great deal of dissatisfaction among employees in production lines with alienation and monotony of workers that encouraged a high turnover of employees at organizations that imposed these techniques. Henry Ford developed much of his conceptions upon Taylors ideas of scientific management. These theories imply that contemporary organizations and their managers should take into consideration the ideas of employees to avoid division. Managers today often see workers as multi-skilled and more involved in the process of production via teamwork, the reintegration of manual and mental labor, and the empowerment of production workers. Todays mass production has seen t echnology wiping out many of the jobs once held by these employees. There is a movement towards a more flexible workplace in the wave of this new technology away from strict guidelines imposed upon workers and their job descriptions, they are now encouraged to learn about other areas of the workplace. Fordism and scientific management have greatly influenced our workplace today and their theories will continue to be built upon for years to come.   Comparison of BT and PTCL in light of above discussion Both these companies are public sector organization with big revenue generation each year and thousands of employees providing telecom services to their customers throughout their respective countries. Following is the comparison between these two organizations on the basis of their growth, processes, expansions, procedures and they way they introduce changes into their organization. PTCL BT PTCL has lunched WLL (prepaid postpaid) through this customer can connect where landline scarce. Objectives of Task 4 Following are the main objectives of the task 4 Describe various models for organisation Describe the appropriate model for change from shop environment to internet sale What is organisation change model When organisation tends to bring change into their organisational structure and operation they need to follow certain procedure which minimise the cost of change, it means that they should follow a certain steps of pre defined procedure. So change model is a set of pre defined procedure to ensure the secure change within organisation. Organisation change model in organisational development from the perspective of change in from top level management changes to the operational level changes. Available Change Models for PTCL Following are the available models of change for PTCL Dynamic Conservatism Dynamic conservatism model is focused on the increasing need due to increasing change of pace for the change process. This model was produced by Schon. The intention of this process model is to make the change process in organizations more flexible and dynamic. Kubler-Ross Model Kubler-Ross Model is also known as five stages of grief. It describes five discrete stages, she describes how people deal with grief and tragedy. Five stages of Kubler-Ross are Denial I feel fine This cant be happening, not to me Anger How can this happen to me? Bargaining I will do anything for a few more years Depression I am going to die what is the point? Acceptance it is going to be okay Dynamic Conservatism This model was described by Schon. He explores that inherent nature of the organizations can be conservative and protect them from constant change. Schon recognizes the increasing need due to the increasing change of pace for this process to become far more flexible. ADKAR ADKAR is a goal-oriented change management model that allows change management team to focus their activities on specific business results. ADKAR is a useful framework for change management teams in planning and execution of their work. Awareness Desire Knowledge Ability Reinforcement Appropriate Model for PTCL Bringing change in organization is very tough and complex problem, the management of the organization need to have deep look different aspects of the current position and the position of organization after change. Advising a change model to organization is a difficult job to do, because of the different factors involvement in the change process. So I will suggest PTCL to go for the two change models parallel from above defined models. Individual Change Model Dynamic Conversion I suggest these two models because of the very speedy changes in organization of PTCL and the way they perform their operations. So these two models will help PTCL to have a successful transition from their present state to where they want in future. Introduction to Task 5 In previous tasks a detail overview of the change models and process are provided, now in this task the focus is on the implementation of the change process and its activities, as I have done task 4 for PTCL, so in this task its required to show the implementation process of the change model for PTCL, because without proper and good implementation planning is just waste of resources and time. Objectives of Task 5 Following are the main objectives of this task Measure the efficiency of the change models for PTCL Plan the implementation process of change for PTCL Implementation of the change process Organisational change is a very complex and difficult task to accomplish, it needs to be properly planed and structured to make a secure transition from starting point of change till end. The organisational change involve different factors which need to be addressed when planning implementation of change. Following are the most common and important elements in change process Recognition of the need for change that why change is needed Establishment of goals for the change, means what goal you have decided to achieve Diagnoses of relevant variables, what factor are involve in bringing change Selection of appropriate change technique, what technique you are going to use for change Planning for implementation of the change, are you able to plan the change?
